Robin Speculand’s research measured strategy implementation success in terms of achieving strategic objectives — implementations where at least half of the objectives were met were considered successful. At this threshold, 48 % of strategies failed. When the threshold was raised to two-thirds success, the failure rate climbed to 85 %.
According to Speculand, the top ten reasons strategy implementation fails are:

Employees don’t know the strategy, and it doesn’t get reinforced enough
Implementation challenges are underestimated
Insufficient tracking and measurement of implementation
Current ways of working create barriers and time constraints

New strategy and organizational culture do not align
Investments are insufficient
